ICT’s Force Writers Room (FWR), led by reserve Captain Ric Arthur and Dava Casoni, was featured in the September 2025 U.S. Naval Institute Proceedings. The article Citizens for Sea Power: Winning the Battle for Public Opinion highlights FWR’s innovative approach to translating complex naval strategy into accessible narratives for civilian audiences.

“In December 2023, reserve Captain Ric Arthur and Dava Casoni appeared on the Center for International Maritime Security’s Sea Control podcast to discuss the Force Writers Room. The project…builds on the Fleet Writers Room concept…Conceptually, it draws on the techniques used in television writers’ rooms to distill complex ideas into a format suitable for television. For example, the Force Writers Room recently produced a film called Sea Strike 2043 to explore concepts in future naval warfare. At 11 minutes, it meets Harts’ requirement for brief, impactful communication.”
Using techniques inspired by television writers’ rooms, FWR translates naval operations and strategic concepts into short films and other media, providing the public with a clear, engaging understanding of sea power and its role in national security. This work supports both public education and broader awareness of the Navy’s capabilities and challenges.
