ICT Achieves CMMC Level 2 Certification, Confirming Compliance with Defense Cybersecurity Standards

The USC Institute for Creative Technologies (ICT) has achieved Cybersecurity Maturity Model Certification (CMMC) Level 2 certification, following a comprehensive assessment by Cybersec Investments, ICT’s Certified Third-Party Assessor Organization (C3PAO).

Over a three-day audit, Cybersec Investments evaluated ICT’s implementation of 110 cybersecurity controls—encompassing 330 control objectives—required for CMMC Level 2 compliance. ICT went through the audit with zero deficiencies identified, underscoring the strength of its cybersecurity program and the diligence of the teams supporting it.

With this certification, ICT is now one of 366 organizations nationwide to have achieved CMMC Level 2, placing the institute among the first wave of defense contractors to complete this requirement ahead of the November 10, 2025, mandatory compliance date.

“This certification reflects our deep commitment to safeguarding the sensitive information entrusted to us by our sponsors and partners,” said Rob Groome, Chief Information Officer at ICT. “Obtaining this certification as an early adopter demonstrates the integrity of our systems and the exceptional collaboration across ICT, USC, and our managed security service provider, Summit 7. It’s a proud moment that affirms the quality of our security program and our readiness to continue supporting the Department of Defense and other agencies with confidence.”

At the USC Institute for Creative Technologies, researchers advance military training through simulation, AI, and immersive learning environments—serving the U.S. Army and Department of Defense since 1999. ICT creates high-fidelity virtual environments that replicate conflict zones with exceptional accuracy, enabling troops to refine tactics and prepare for complex battlefield conditions.

ICT research has transitioned to official Programs of Record including One World Terrain, DisasterSim, ELITE, JFETS, Mobile C-IED Trainer, Tactical Questioning IEWTPT, ELECT-BiLat, and UrbanSim. The institute’s impact: 2,800 peer-reviewed publications with 150,000 citations, 140+ honors, 29 patents, technologies featured in 49 films and TV series, three AAAI Fellows, and two Academy Awards (Science & Technology).

Groome credited the success of today’s CMMC Level 2 Certifications announcement to more than 18 months of preparation and the collective effort of teams across ICT and USC, including IT and Facilities, HR and the Business Office, Research Administration, PIs, OCEC, and the Office of Cybersecurity. He emphasized the critical role of the many partnerships that exemplify the successful implementation of shared responsibility models for complex cybersecurity frameworks.

Groome offered special recognition to Ramon Paz, Baylee Hanlon, Grey Blavin, James Spriesterbach and Don Pham for their tireless work in the final phases, along with appreciation for Summit 7’s technical expertise and support throughout the CMMC journey.

“Please join me in celebrating this significant achievement and milestone for ICT,” Groome said. “It stands as a testament to our shared responsibility, professionalism, and dedication to excellence.”

This milestone further strengthens ICT’s operational readiness and ensures the institute remains positioned to advance its mission—delivering secure, innovative research and technology solutions in support of national defense.
